York Co, PA - Joseph Biswa Identified in Fatal Accident on I-83

York County, PA (January 15, 2024) – According to Pennsylvania State Police, troopers responded to a multi-vehicle accident at 12:30 a.m. on Monday morning to find a man trapped under a van in the northbound lanes of I-83.

Police say that the man, identified as 41-year-old Joseph Biswa, was unconscious but breathing. Upon further investigation, police found that Biswa had been in an accident with another vehicle that left his car disabled and blocked the southbound lanes.

Officers say Biswa got out of his vehicle and was standing outside when another car crashed into his car, leading Biswa's car to strike his body, launching him over the center median into the northbound lanes. Shortly thereafter, he was hit by a tractor-trailer and a van. Biswa was rushed to a local hospital, where he died. It's unclear if the drivers who struck Biswa stayed at the scene, but an investigation remains ongoing.
