Lancaster County, PA (November 26, 2025) – One person suffered injuries on November 23 after an SUV struck a horse and buggy on Kirkwood Pike in Colerain Township. The crash happened around 2:36 p.m. over Octoraro Lake, according to the Quarryville Fire Company.
Responders reached the scene and found the buggy on its side near the bridge. The SUV had noticeable front-end damage but remained upright. Medics treated one buggy occupant for injuries. The SUV driver avoided injuries and stayed at the scene during the response.
Crews diverted traffic for nearly an hour while they removed debris and secured the area. Photos released by the fire company showed the buggy flipped near a guardrail with broken parts scattered nearby. Pennsylvania State Police began an investigation to determine what caused the SUV to hit the buggy.

Pennsylvania experiences a high number of roadway crashes every year, and many occur on rural highways where traffic varies widely in speed and visibility. Roads in counties like Lancaster present unique safety challenges because slow-moving buggies, farm vehicles, and standard passenger cars must share the same narrow corridors. Even experienced drivers can misjudge distances when approaching a much slower vehicle, especially on hills, curves, or bridge crossings.
These conditions increase risks because drivers often encounter sudden speed changes. A buggy traveling 8 to 12 miles per hour can appear unexpectedly slow to drivers cresting a hill or turning a blind corner. If a driver reacts too late, a crash can occur before the vehicle can slow down. The limited protection offered by buggies further increases danger. Even a low-speed impact can overturn a buggy or eject its occupants, often causing severe injuries.
Weather conditions also add complexity to Pennsylvania road safety. Fog, rain, and snow often reduce visibility and shorten reaction times. Slippery roads can also increase stopping distances, making collisions more likely. Rural areas lack street lighting, which further complicates night driving and makes buggies harder to detect. Although many buggy operators use reflective tape or lanterns, drivers may still struggle to see them in time.
Distracted driving remains another major factor in Pennsylvania accidents. Even a glance at a phone or GPS device can prevent drivers from seeing a slower vehicle ahead. Because buggies travel far below the posted speed limit, distracted drivers face a heightened risk of rear-end collisions or sideswipe impacts.
Road design also plays a role in many collisions. Narrow shoulders, sharp turns, and bridge structures restrict movement and reduce opportunities for safe evasive action. Kirkwood Pike, like many rural roads, provides limited space for drivers to correct errors or navigate around slower vehicles. These structural constraints often contribute to crashes involving buggies, cyclists, and pedestrians.
Crash victims often face significant medical expenses, lost income, and long-term recovery challenges. Even minor injuries can create lasting physical and financial strain. A personal injury claim may help injured victims recover full compensation for medical bills, pain, suffering, and other damages. Legal guidance remains important because insurance companies often minimize payouts or dispute claims.
