Philadelphia, PA – Two Troopers, Pedestrian Killed in DUI Crash on I-95 Near Lincoln Financial Field

Philadelphia, PA (March 22, 2022) – A pedestrian and two Pennsylvania state troopers were hit and killed by a suspected drunk driver on Monday, March 21st on an interstate in Philadelphia. 

Troopers 33-year-old Martin Mack III, and 29-year-old Branden Sisca, were fatally struck by a driver in the southbound lanes of Interstate 95 in the area of Lincoln Financial Field.

At about 1:00 a.m., the troopers were responding to reports of a man walking along the interstate. As they were putting the pedestrian, who has since been identified as 28-year-old Reyes Rivera Oliveras, a resident of Allentown, into the back of their squad car, a female suspect traveling past the site fatally struck both troopers and the man they were trying to help.

The driver stayed at the scene.

According to sources, the driver was moving at a high rate of speed. The resulting impact was so extreme, the troopers were launched into the northbound lanes of the expressway.

When backup arrived, they found bystanders attempting to administer CPR to the fallen men.

The driver, whom we now know to be 21-year-old Jayana Tanae Webb, a resident of Eagleville, has been charged with homicide by vehicle while DUI, 3rd-degree murder, 2nd-degree manslaughter of a law enforcement officer, homicide by vehicle, recklessly endangering another person, involuntary manslaughter, driving under the influence and summary traffic violations, including careless driving, reckless driving, and failing to drive at a safe speed.

As troopers escorted Webb from the state police barracks on Tuesday to begin her transfer to Philadelphia police headquarters, she was wearing the same handcuffs that were carried by the troopers she killed.
